In Call of Duty: Black Ops 2, there are a total of four possible endings. The best ending, in my opinion, is the one where Mason kills Menendez and saves Woods. This ending is the most satisfying because it gives closure to the story and provides a sense of justice. Additionally, it is the only ending where Mason is able to escape with his life.
The other three endings are all less satisfying. In the ending where Mason kills Menendez but dies himself, the player is left feeling cheated. In the ending where Woods kills Menendez, the player is left feeling like justice was not fully served. And in the ending where Menendez escapes, the player is left feeling like the story is unresolved.
Therefore, I believe that the best ending in Call of Duty: Black Ops 2 is the one where Mason kills Menendez and saves Woods. This ending provides the most closure, satisfaction, and justice.
